SOLUTION: In a temperature regulator 13, an internal fan 20 is mounted oppositely to an internal heat exchanging member 15, and an external fan 21 is mounted oppositely to an external heat exchanging member 16. At the time of operating to cool or heat the members 15, 16 by energizing a thermomodule 14, temperature data in the cabinet is input by a temperature sensor 22, an output duty ratio is calculated from the data, and stored in a memory. At the time of generating an interrupt request at each predetermined time, a signal for driving the thermomodule 14 and the fan 21 is sent, and a time adapted to the ratio stored in the memory is formed. When the time is elapsed, the thermomodule 14 and the fan 21 are stopped.
