PROBLEM TO BE SOLVED: To obtain a soil material made proof against the buildup of static electricity by using a soil material conditioner containing a diamagnetic and, when added to soil, functioning to bind particles of the material to form crumbs. SOLUTION: A soil material and a soil material conditioner are introduced into their respective hoppers 5 and 6, are agitated with the agitation section 7a of a screw 7, and are kneaded in a kneading section 7a. The soil material is frictionally ground in the section 7a and the particles of the material are coated with the conditioner. During the kneading in the section 7b, the particles are bonded to each other with clay or silt contained in the soil material to form crumbs. The soil material is made proof against the buildup of static electricity by the effect of the diamagnetic such as manganese oxide contained in the conditioner, becomes resistant to adhesion of impurities, and can be kept sufficiently sanitary. The individual particles have a structure composed of many particles of clay or silt, so that they are uniform in particle size. Because this material is difficultly water-soluble, contains many clearances among particles, and is water-permeable, it can be used to form a highly water- permeable paved surface.
