PROBLEM TO BE SOLVED: To conduct highly efficient electrolysis in an electrolytic cell by applying a low voltage. SOLUTION: The anode plate 12 and cathode plate 13 having many through- holes 12a and 13a are opposed to each other and close to a diaphragm 24 dividing the inside of a cell main body 11 into an anode compartment R1 and a cathode compartment R2. Water to be electrolyzed supplied to the anode compartment R1 and cathode compartment R2 is electrolyzed by applying electric current between the anode plate 12 and cathode plate 13. In this case, a spacer 15 made of a nonconductive material and allowing the application of electric current between the inner peripheries S1 and S2 of the opposed through-holes 12a and 13a of the anode plate 12 and cathode plate 13 and allowing the application of electric current between the opposed annular surfaces S3 and S4 of the anode plate 12 and cathode plate 13 at the peripheral part of the opening on the diaphragm-side of the through-holes 12a and 13a is interposed between the diaphragm 14 and cathode plate 13.
