PROBLEM TO BE SOLVED: To ensure the airtightness at an end part of an airtight sheet and to easily keep it by embedding the airtight sheet end part into a groove filled with the fluid. SOLUTION: An airtight sheet 2 is placed on a horizontal drain material 3, a fluid 4 is packed in a groove 5 formed on the ground to be improved 40, and an end part 2a of the airtight sheet is embedded in the fluid 4. To embed the end part of the airtight sheet, the water, bentonite muddy water or the like is jetted from a neighborhood of a point of a digging device while digging the ground to be improved 40 by the digging device such as a multi-shaft auger or the like for stirring and mixing the same with the sediment of the ground to be improved, and the airtight sheet 2 is pressed in the stirred and mixed zone by a specific depth. The airtight sheet 2 is manually pressed into the fluid 4 by fixing a locking tool on a point of a rod. That is, the end part of the airtight sheet is back filled by the muddy water, so that the airtightness can be improved, the degree of vacuum can be increased, the consolidation of the ground to be improved can be promoted, and the effect on ground improvement can be increased.
