PROBLEM TO BE SOLVED: To ensure proper heat conductivity together with sufficient cold accumulating performance or flexibility in freezing by forming a bag for filling a specified cold accumulating material from a packaging material formed by laminating a woven fabric or nonwoven fabric having a specified surface density on the outside and a plastic film having a specified moisture permeability on the inside. SOLUTION: A cold accumulating material having water supported by porous particles having an average particle size of 0.1-200μm is filled in a bag and sealed to constitute a cold accumulating tool. In this case, the bag is formed of a packaging material formed by laminating a woven fabric or nonwoven fabric consisting of a natural fiber or chemical fiber having a surface density of 20-200 g/cm2 on the outside and a plastic film having a moisture permeability by JIS Z0208 of 10 g/m2. hr or less at 40 deg.C and 90% RH on the inside. The porous particles preferably have an oil absorption quantity by JIS K5101 of 200 cm3/100 g or more. The porous particles preferably have a porosity by BET nitrogen desorption and adsorption of 1.5 cm3/g or more.
