PROBLEM TO BE SOLVED: To provide a device for converting a multi-media title constituted of the plural kinds of materials such as moving images, still images, and characters and a scenario for describing the list of the materials to be used and the presentation method and the behavior of the respective materials to one video signal and a device for performing efficient encoding adaptive to the data type of the materials by using the scenario in a process of generating a compressed video signal from it. SOLUTION: By providing a scenario analysis part 1001 for analyzing a scenario, a frame synthesis part for performing frame synthesis based on the analyzed scenario and a data type adaptive encoding part 1003 for performing encoding adaptive to a data type based on the analyzed scenario, the efficient encoding adaptive to the data type of frame-synthesized frame data is performed. Thus, the multi-media title is converted to one video signal and encoding adaptive to the data type for realizing the reduction of an operation amount and image quality improvement is performed.
