PROBLEM TO BE SOLVED: To prevent the function of a catalyst from degrading due to a catalyst poison by actuating a device for removing a combustible gas only after the fluctuation in the concentration of a combusible gas inside a reactor containment vessel is detected. SOLUTION: This device is provided with a catalyst-type recombination device equipped with a catalyst 1 that reacts a combustible gas, a cabinet 2 that includes the catalyst 1 and has at least one opening and lids 4a and 4b placed on openings 3a and 3b of the cabinet 2. A structure can be obtained where the lids 4a and 4b are usually closed and they are opened through the melt of adhesive members 5a and 5b involved in the rise of the temperature of the surrounding atmosphere by placing the adhesive members 5a and 5b that bond the lids 4a and 4b to the cabinet 2 and melt at high temperatures and the heating elements 6a and 6b made of an oxidation catalyst of hydrogen in a part where the lids 4a and 4b come in contact with the adhesive members 5a and 5b.
