PURPOSE: An apparatus has a structure capable of maintaining the size of data transmitted/received to remove the factor of reducing the communication efficiency. CONSTITUTION: An apparatus converts or recovers data, being installed between a data terminal equipment(DTE) and a data circuit-terminating equipment(DCE), especially transmits data smoothly without cutting the flow of data inputted/outputted to a data converting apparatus when performing a synchronous serial communication. The apparatus has a data processor capable of processing data, and when transmitting data, transmits data by performing data conversion later after constructing data frame by performing the calculation of data link layer for data to transmit in advance, and when receiving data, performs the data frame construction later through data link layer calculation after recovering the received data. When not performing data conversion, the apparatus makes data to be transmitted/received not through a data converter or a data recoverer by controlling data path.
