PURPOSE: A relay system(3) delivers a short message made in a mobile phone in one country to a wireless pager business in order to construct a world short message data service network. CONSTITUTION: In a system processing a call of a mobile phone making and transmitting a message, the relay system is constructed as follows. A reception request number and a message are transmitted to the relay system, by accessing a service system(1) of a mobile phone business, and the relay system judges whether the corresponding reception request number is accessed with private lines(4, 6) or with internet networks(8, 10) and transmits the reception request number and the message to a corresponding terminal through a service system(5) of the other mobile phone business or a service system(6) of a wireless paging business or a mobile phone internet message transmission system(8), a wireless paging internet message transmission system(11).
