PROBLEM TO BE SOLVED: To improve productivity, properties for execution of work and the efficiency in space for loading or the like. SOLUTION: For a material embedding decorative block 7 wherein a material 6 is embedded in concrete 5, a form and vessel 1 of which the whole upper side is made an opening and which has stepped parts 2 and 3 for engagement in parts of the bottom opposite to the peripheral edge of the upper side is used. The concrete 5 is poured into the form and vessel 1 and the material 6 is embedded from the upper side of the concrete and held in the form and vessel 1. The form and vessel 1 is constituted of synthetic resin easy to decompose, such as foamed styrol. The stepped parts for engagement are recessed parts 3 and projecting parts 2 opposite each other, while recesses and projections 4 are provided in the bottom part inside the form and vessel being polygonal, and recessed and projecting parts 8 are formed in the bottom of the material embedding decorative block 7. After the concrete 5 is poured into the form 1 and the material 6 is embedded therein from the upper side thereof subsequent forms 1 are stacked sequentially on the upper side of the form 1, engaged with each other by the stepped parts 2 and 3 for engagement, and thereby the material embedding decorative block 7 is manufactured.
