PROBLEM TO BE SOLVED: To provide a rope delivery preventing device of a winch, capable of preventing excessive delivery of a rope after landing of a lifted load without detecting the landing. SOLUTION: A brake device (a second brake device 7) for preventing delivery of a rope is mounted on part of a winch drum 41 in addition to an existing brake (a first brake device 6). An electromagnetic proportional pressure reducing valve 91 whose pressure reducing degree is adjusted by a volume switch 92 between the second brake device 7 and a pressure source 12 is mounted. A braking force of the second brake device 7 is set at a value corresponded to the pressure reducing degree of the electromagnetic proportional pressure reducing valve 91. It is thus possible to apply braking force to prevent the drum 41 from rotating by its inertial force to a brake drum 41b.
