SOLUTION: This underpants 10 for fitting a urine-absorbing pad have a holding means 12 for holding the urine-absorbing pad 13 on the inner surface of the body 11 of the underpants 10. The holding means 12 has a bag shape having an opening part 3 on the inner surface side, and arranged in the front and back direction of the body of a wearing person so as to put the nearly center thereof at the crotch part 16 of the body 11 of the underpants 10. The width size W of the region corresponding to the crotch part of the holding means 12 is set so as to be smaller than the width size of the urine-absorbing pad to be attached.
