PROBLEM TO BE SOLVED: To provide a flocked steel plate constituted by electrostatically flocking short fiber on an implanting layer by providing only a flocked implanting layer having excellent adhesive properties with a base such as a steel sheet or the like made of a composition of a specific component without providing a preliminary intermediate layer (primer) such as a polyester synthetic resin layer or the like containing a rustproofing pigment or the like of prior art on a surface of the base by using a surface treated steel sheet as the base. SOLUTION: The electrostatically flocked steel sheet is manufactured by the steps of coating a surface of a surface treated steel sheet 1 with flocking aqueous adhesive composition containing aqueous polyurethane resin, aqueous colored pigment dispersion, an anti-foaming agent and a pH regulator, forming a flocked implanting layer 2 having excellent adhesive properties with the surface of the layer 2, and electrostatically flocking short fibers 3 on the surface of the layer 2 while the surface of the layer 2 holds adhesive properties.
