PROBLEM TO BE SOLVED: To provide a high damping effect in comparatively simple mechanical structure on a variable damping force damper. SOLUTION: A piston 7 to which a piston rod 8 is connected is fitted in a cylinder 3 sealing oil in it, and cylinder chambers 3a, 3b are connected to a damping force control valve 28 of a damping force control mechanism 24. When more than specified transverse acceleration is generated on the damping force control mechanism 24, a movable sleeve 40 moves by its inertial force and damping force is automatically changed. In an exciting state where a direction of transverse acceleration and a direction of a stroke of the piston rod 8 are the same direction, damping force of a soft characteristic is generated, and in a damping state in the different directions, damping force of a hard characteristic is generated, and accordingly, it is possible to carry out semi- active damper control in accordance with a so-called sky hook theory, and it is possible to provide a high damping effect in comparatively simple mechanical structure without using an acceleration sensor, a controller, etc.
