PROBLEM TO BE SOLVED: To provide a heat-insulating cover and a heat-insulating cup for a paper cup for receiving boiling contents such as instant noodles, soup and miso soup wherein excellent heat insulation and heat retaining property may be attained and the cover and cup are safe and easy to hold in a hand. SOLUTION: The heat-insulating cover 20 made of a paper board comprising a cylindrical upper part and a lower parallelopiped part with longitudinal creases a, a, a, a provided includes connection pieces 11, 12 respectively equipped with a connection notch (b) on a lower side of opposite side plates 21, 21 of the lower part for connecting the lower part of the paper cup and pasting margin pieces 13 wherein the connection pieces 11, 12 and the pasting margin pieces 13 are connected sequentially via creases c, d and an acute-angled line (e) and the pasting margin pieces 13, 13 connected to a lower side are respectively stuck to internal faces of the side plates 21, 21.
