PURPOSE: The method for controlling calls is provided to keep a sector load in a predetermined rate by using a power of traffic channel allocated and activated in a current sector, and referring forward sector power. CONSTITUTION: A mobile communication system base station decides a transmitting and a receiving call attempt request state from an exchange or a terminal(141). The base station compares a normal call attempt controlling threshold or a hand-off call attempt controlling threshold with a forward sector surplus capacity value, and decides whether the threshold and the capacity value are in a call control state, respectively(142,143). The base station respectively performs a normal call allocating process or a hand-off call allocating process(144,146), or refuses call allocating requests(145,147). If the normal call attempt controlling threshold is over the forward sector surplus capacity value, the base station refuses the normal call allocating request. If the normal threshold is below the capacity value, the base station performs the call allocating process. If the hand-off call attempt controlling threshold is over the forward sector surplus capacity value, the base station refuses the hand-off request call allocating request. If the hand-off threshold is below the capacity value, the base station performs the call allocating process.
