PURPOSE: The method for allocating a handover is provided to decode a priority according to an attenuation degree of receiving power in a position where a mobile station is presently located. CONSTITUTION: In an originating/incoming call(21), a channel is abandoned(103) if a handover request exists in a queue, even when the channel is available(102). If an available channel exists, a handover request is confirmed in a prioritized queue(104). If a handover request does not exist, the channel is abandoned(105). If a handover request exists, call setup(106), channel allocation(107) and speech(108) are performed. Whether to end a call or handover is confirmed(109). If a call or handover is ended, the channel is returned(110), and the call is disconnected(112) only in call-end(111). In handover processing of T-ADD(22), handover processing of T-ADD is requested(201). If an available channel(202) does not exist, standby(203) is performed in a prioritized queue. Handover requests are aligned in the prioritized queue(204). If a maximum standby time is exceeded(205), compulsory end is performed(208). If not exceeded, the existence of an available channel is confirmed(206). If an available channel does not exist, the step(204) of aligning handover requests is repeated. If an available channel exists, handover of T-ADD is set(207), and the channel allocation step(107) of the originating/incoming call(21) is repeated. In handover processing of T-DROP(23), handover processing of T-DROP is requested(301) and set(302), then a channel is returned(303).
