PROBLEM TO BE SOLVED: To prevent the inappropriate execution of regular emission in the case where light is not appropriately emitted by discriminating whether or not pre-emission is normally executed and inhibiting the regular emission in the case where the pre-emission is not normally executed. SOLUTION: For example, in the case of executing pre-emission by both of a master strobe and a slave strobe and in the case where the pre-emission is not executed because the slave strobe is not completely charged, the light reflected from an object obtained by the pre-emission only by the master strobe is measured by a camera, the amount of the regular emission is decided and the regular emission is executed (S129). Then, in the case where the slave strobe is completely charged and light is emitted by the slave strobe in the same way of the master strobe when the regular emission is executed. Overexposure occurs by the emission amount of the slave strobe. Then, in the case where the master strobe is under a dedicated control mode, a light emission start signal for starting the light emission of the slave strobe is generated by the master strobe (S130).
