PROBLEM TO BE SOLVED: To protect an inspection coil system from a heating action caused by inspected steel to improve detection sensitivity as to a location and a laying length of a defect portion contained in an inspected material. SOLUTION: An inspection coil system 19 is formed by an inspection coil system directed toward a rolled material 11, it is arranged rotatably around the material 11, a cooling medium layer 5 shielded from the coil system 19 and the material 11 is provided between the material 11 and the coil system 19, and shielding devices 2, 3 comprise a material havingμ=1 of magnetic permeability and substantially zero of electric conductivity.
