PROBLEM TO BE SOLVED: To evade the occurrence of data loss in the case of causing abrupt quality variation of a transmission channel by preventing switching from the encoding level of a rank (m) to the encoding level of a rank m+q for a fixed time of non-zero length after the quality of a receive signal is adapted to the encoding of a level m+q. SOLUTION: In a GSM type network, the encoding level of digital data transmitted at a constant transmission rate between a transmitter and a receiver is varied. The encoding level is determined depending upon the quality of a signal received by the receiver. It is prescribed that the encoding level of a rank 0 provides the minimum protectivity of transmit data. Arbitrary switching from the encoding level (0<m<n-1) of the rank (m) to the encoding level (0<m+1<=n-1, where (q) is positive) of the level m+1 is prevented for non-zero time length (time delay) when the quality of the transmission channel corresponds to the encoding of the level m+1 to evade frame loss.
