PROBLEM TO BE SOLVED: To provide a heating device capable of minimizing power consumption and a cost by improving thermal efficiency when heating a member to be heated moving at high speed, not in contact therewith, and facilitating safety assurance such as a paper sheet burning prevention. SOLUTION: As for this device, a heating means for heating the member to be heated (paper sheet) 1 transported at an optional speed and a unfixed toner image 2 being formed on this paper sheet 1, is constituted of an endless heating belt 5a moving at an optional speed. This heating belt 5a is heated by a halogen lamp 9a being built in a belt driving roller 3a, and is composed of at least, synthetic resin. The heating belt 5a is arranged along the paper sheet transporting direction in a state of facing the paper sheet 1 across a gap between them.
