PROBLEM TO BE SOLVED: To reduce the time needed for design and connection by performing terminal allocation for input-output only by connecting each terminal of a cable to each terminal of a terminal block without confirming wiring contents by using a wiring diagram. SOLUTION: When an operator raises a reader 7 and successively reads the tag number tube 9 of each terminal 3 and the terminal number mark 10 of each terminal 5 after each terminal 3 is connected to each terminal 5, an allocation managing part 20 of an input-output device 6 generates allocation data making each terminal 3, each terminal 5 and each input-output port of a computer corresponded to one another, registers it with an allocation table 19 and switches internal wiring 21 to make each terminal 3 correspond to each input-output port of the computer.
