PROBLEM TO BE SOLVED: To suppress level fluctuation due to an elliptically polarized wave by arbitrarily operating adjustment for making the power level of horizontally polarized components equal to that of vertically polarized components, and converting the elliptically polarized wave into a circularly polarized wave. SOLUTION: An element antenna 1 for generating a horizontally polarized wave and a vertically polarized wave is provided with two independent feeding terminals 6a and 6b for generating a horizontally polarized wave and a vertically polarized wave. Polarized component adjusting means 2a and 2b are connected with one or both of the feeding terminals 6a and 6b so that the gain amounts, attenuation amounts or distribution rate of the horizontally polarized components or the vertically polarized components can be adjusted. Then, each power of the horizontally polarized components and the vertically polarized components obtained through the polarized component adjusting means 2a and 2b or without any interference of those means is synthesized by a power synthesizer 3.
