The paper container is the upper part of the dispenser with an issue unit for the hygienic paper and a collection container for used paper as a lower part. The paper container (3) has an integrated ashtray (15) with fixture components (9). In the container is a paper roll holder (8) for paper in the form of a roll (2). The paper can be withdrawn through a removal aperture (1). The removal aperture is provided with a stop device (6,7) with spring (3) and counter spring (5). It is possible to dispose of used paper through a throw-away aperture (10) directly into a reservoir (12) with inner insert of a collection container (11), which is connected by connecting components (14) with the paper container.
