PROBLEM TO BE SOLVED: To obtain the subject composition, to help reutilize spent elastic materials and thereby to recycle wastes into useful resources and preserve the environments, by incorporating elastic powder, produced by crushing elastic wastes, with specific quantities of resin binder and antimicrobial agent. SOLUTION: This composition contains (A) an elastic powder, produced by crushing elastic wastes, preferably spent rubber, tires and elastic synthetic resins, into particles having a diameter of 5 mm or less, (B) a resin binder, e.g. of thermosetting resin, preferably polyester, polyurethane, epoxy, acrylic resin or the like, at 20 to 30 wt.% based on the component A, to bind the elastic particles to one another, and (C) an antimicrobial agent, preferably of amino acid metallic soap or amino acid metallic soap carrier, at 1 to 20 wt.% based on the component B, to impart antimicrobial properties to the composition.
