PROBLEM TO BE SOLVED: To produce reducing water to enhance rust-proofing effect and emulsion forming performance at a low cost without using chemicals, etc. SOLUTION: This device is constituted of a pump 3 for circulating water in a water tank 2 through a circulation path, a vortex flow cylinder 6 for forming the circulation path, a nozzle 4 for allowing the water from the pump 3 to discharge in the tangential direction at the inlet of the vortex flow cylinder 6 and forming a spiral vortex in the vortex flow cylinder 6, and magnets 7, 7... for applying magnetic field to the water in the vortex flow cylinder 6. In this case, the direction of the magnetic field caused by the magnets or a coil is changed to be twisted along the flow of the water in the vortex flow cylinder.
