PROBLEM TO BE SOLVED: To suppress the generation of vapor at the time of a boiling as least as possible by providing a temperature detecting means, a heating means, and a control circuit to control them, and stopping the heating means when a liquid in the container reaches a specified temperature. SOLUTION: Power is turned on by a control substrate 6a, and water in a container 3 is heated by a heater 4 which is heat-controlled. When it is judged that a temperature detected by a sensor 5 exceeds a specified temperature, the heating is stopped by a control circuit 6. In this case, setting the specified temperature at approx. 95 deg.C is proper. Also, a pulsator 7 which is arranged at the central bottom portion of the container 3 is rotated by a motor 8 which is attached under that, and the water in the container 3 can be stirred by continuously or intermittently controlling the rotation by the control circuit 6. The water in the container 3 is desirably stirred from the initial stage of the heating, and also, the stirring can be continuously or intermittently controlled by the control circuit 6.
