PROBLEM TO BE SOLVED: To obtain a cosmetic whcih stabilizes the skin or hair cosmetic system and can prevent the smooth touch on using or rinsing from deteriorating with time by including a highly polymerized polyethylene glycol, a water-soluble reducing agent and water. SOLUTION: The cosmetic for preferably skin is obtained by including (A) 0.001-5 wt.% of a highly polymerized polyethylene glycol, (B) 0.001-1 wt.% of a water-soluble reducing agent and (C) water preferably in a proportion of 0.1-99.9 wt.% based on the whole composition. One or more than two kinds selected from hydrogensulfite, sulfite, thiosulfite or thioglycolate are favorable as the component B. This cosmetic is preferably a shampoo or a one pack type cosmetic for hair. It is favorable that the component A has an average molecular weight of 400,000-7,000,000. On this cosmetic, water-soluble polymers, gelling agents such as a natural gum and the like, polyhydric alcohols, moisturizers such as a mucopolysaccharide and the like, higher alcohols, antioxidants or the like can be blended.
