PROBLEM TO BE SOLVED: To provide a device and method to produce an electrodeposition blade which is to be installed in a dicing device or the like and used for cutting, and which has almost the same surface roughness on both surfaces. SOLUTION: In the electrodeposition blade producing device 10, an electrodeposition base 13 and an electrolytic metal 17 are immersed in an electrolyte liquid with an abrasive powder mixed, and the base 13 and the metal 17 are energized by a current applying means 16 to grow an electrodeposition layer 18 consisting of the abrasive powder and the electrolytic metal on the electrodeposition base. The electrodeposition face 14 of the base where the electrodeposition layer is to be formed is preliminarily roughened to form a fine rugged face so as to obtain desired surface roughness of the face where the electrodeposition layer is initiated to grow. Thus, the electrodeposition blade having almost the same surface roughness on both surfaces can be produced.
