PROBLEM TO BE SOLVED: To provide a treating method of treatment of harmful materials and the device capable of surely treating the harmful materials contained in incineration ash or waste water at a low cost. SOLUTION: Organic halogen based compounds in an aq. solution 5 are electrolyzed and decomposed by mixing and stirring incineration ash 1 with water 2, dissolving and extracting after making the solution in acidic state to separate the residue 4 from the aq. solution 5, electrolyzing the aq. solution 5 to deposit and recover heavy metals 7 in the aq. solution 5 and electrolyzing the aq. solution 5 again.
