PROBLEM TO BE SOLVED: To simply adjust the upper face position of a manhole in the case where the upper face of the manhole is sunk by ground fluctuation. SOLUTION: A lower pedestal 14A is set on the foundation of the circumference of the upper end of the rising pipe 1 of a manhole, an upper pedestal 14B is set on the lower pedestal 14A, and a protection cover 5 covering the upper end of the rising pipe 1 is mounted on the pedestal 14. A filler filling space is provided between the lower pedestal 14A and the upper pedestal 14B, and in the case where the upper face of a manhole is settled, the space is filled with a filler to lift the upper pedestal 14B so as to make a level before sinking.
