PROBLEM TO BE SOLVED: To activate water molecules or the oxygen molecules in the air by magnetism in order to impart damage to the osmotic pressure function of cell membranes of the bacteria and algae existing in the water to finally exterminate the same. SOLUTION: A pipe consisting of an electrically insulative material is wound to a secondary winding form in superposition on the primary winding of an electrical good conductor wound around an iron core 12 of changing magnetic fluxes, by which a stronger magnetic field is formed and the induction current of >=1 A/m2 capable of executing sterilization is applied to the oxygen in the water or air passing the inside of the pipe.
