PURPOSE: Process for the production organopolysiloxane emulsion having an excellent stability is provided which can be reduced the time for condensation polymerization. CONSTITUTION: The process comprises the steps of obtaining the primary emulsion by the emulsion dispersing low molecular organopolysiloxane(B) in water phase in the presence one or more anionic surfactant(A) selected from the organic sulfonic acid and organic sulfonic ester to become 300nm or less of mean particle diameter; condensation polymerization the emulsion at temperature of 10-80°C and neutralizing.
