PROBLEM TO BE SOLVED: To provide the subject device capable of performing the remote heating of soil by providing a specific electromagnetic wave absorbing member, specified electromagnetic wave irradiating means and a specific scanning means. SOLUTION: This temperature controller for soil is equipped with an electromagnetic wave absorbing means provided by mixing or laminating onto the soil, absorbing electromagnetic waves and generating heat, electromagnetic wave irradiating means 26 installed correspondingly to the soil and irradiating ranges in a part of soil regions with the electromagnetic waves and a scanning means for scanning the irradiation ranges so as to spread the electromagnetic waves outputted from the electromagnetic wave irradiating means 26 over all the soil regions. Besides the above respective means, etc., the temperature controller is preferably provided with temperature detecting means for detecting the temperatures of the soil within the electromagnetic wave irradiation ranges by the electromagnetic wave irradiating means 26 and an output intensity controlling means for controlling the output intensity of the electromagnetic waves by the electromagnetic wave irradiating means 26 within the respective electromagnetic wave irradiation ranges based on the detected temperatures detected with the temperature detecting means.
