PROBLEM TO BE SOLVED: To reduce extent of intake noise at the low speed range of an internal combustion engine. SOLUTION: Accelerator opening APS and engine speed Ne both are read in, calculating the target torque tTw (S1 and S2), while a reference target intake air quantity rTP equivalent to a theoretical air-fuel ratio and a target equivalent ratio tDML are calculated (S3) on the basis of the target torque tTe and the engine speed Ne, thereby calculating a target intake air quantity tTP' conformed to the target equivalent ratio tDML (S4), and then a target throttle valve opening tTPS is calculated according to the engine speed Ne and the target intake air quantity tTP' (S5). The target throttle valve opening tTPS is set up after being restricted to a smaller value than that of 'full-open' at a low speed range. In addition, a throttle valve is driven so as to make it come to the target throttle valve opening tTPS (S6). With this, the throttle valve opening is restricted as securing a sufficient output at the low speed range, whereby any possible intake noise is well reducible.
