PROBLEM TO BE SOLVED: To prevent reduction of drivability at the time of deceleration by driving an opening/closing mechanism so as to close a throttle valve when an idling operating condition is detected, after the opening/closing mechanism is driven for a prescribed time when the throttle valve is operated in a nearly fully closed direction. SOLUTION: A throttle body 110 for housing a throttle valve 2 is provided with a throttle link and a lever fixed to a rotary shaft for supporting the throttle valve 2, and an ISC actuator 116d for composing an opening/closing mechanism for pushing the lever. In the case where a predetermined opening of the throttle valve 2 is larger than an opening at the time of idling operation when the throttle valve 2 is operated in a nearly fully closed direction by an electronically controlling device 6, the opening/closing mechanism is driven for a predetermined time so as to set the opening of the throttle valve 2 to a predetermined opening at the time of idling rotation. When the idling operating condition is detected, the opening/closing mechanism is driven so as to close the throttle valve 2.
