PROBLEM TO BE SOLVED: To prevent a metastable state of a semiconductor integrated device which has a holding function. SOLUTION: The elements (6) to (8) detect the changes of data signals received from an input (A). An element (11) decides to or not to show the above changes of the data signals to the elements (12) and (13) based on the state of a transmission gate element (1). The elements (12) to (15) control the clock signals which are received from an input (B). The delay in the buffer of an element (9) is controlled to make the changes of the data signals pass through the element (1) while an element (13) is closed. Then the buffer of the element (7) decides a time when the element (13) is kept closed. In such an operation of a circuit that is shown in a diagram, the signals received from both inputs (A) and (B) never simultaneously change at the element (1). Thus, a metastable state of a semiconductor integrated device can be prevented.
