PROBLEM TO BE SOLVED: To level the ground with one apparatus, and efficiently drain away water of a puddle on the ground. SOLUTION: Both ends of a recessed part 2a which is formed in a substantially semicylindrical shaped cross section and which is extended in a longitudinal direction of a grading plate 2 are formed in a shape which is closed with sidewalls 2b. Protrusions 4 for loosing the earth are consecutively installed on one end edge in a width direction of the grading plate 2, and the other end edge 2c is formed in a straight-line state. It is possible to loose the earth and to smooth the earth by utilizing a curved surface on a backside of the protrusions 4 of the one end edge, the end edge 2c of the other end edge, and the recessed part 2a. In addition to this, when the end edge 2c is set up downward to move so as to drain away water, since water entered in the recessed part 2a is stopped in the recessed part 2a by the sidewalls 2b, water can be efficiently drained away from a puddle.
