PROBLEM TO BE SOLVED: To facilitate increasing/decreasing control of an output torque, and improve transmitting efficiency of power by providing with first and second shaft rotated in a cylinder, arranging a pair of fins for partitioning a cylinder on each shaft, and relatively rotating each shaft through a driving assembly. SOLUTION: A first shaft 14 is arranged along a shaft of an air tightly constituted cylinder 12 extending to a center point of the cylinder 12 while penetrating on a port of one end wall surface of the cylinder 12, a second shaft 16 is arranged, which extends penetrating on a port of the other end wall surface of the cylinder 12, and end surfaces of both shafts 14, 16 are brought into contact with each other. Four ports 13a to 13d are arranged on the cylinder 12, and intake/exhaust operations of a fluid are carried out bypassing those ports 13a to 13d. A pair of fins 17a, 17b opposed to each other in a diameter direction are attached on each of shafts 14, 16, the inside of the cylinder 12 is partitioned into four chambers by those fins 17a, 17b, the shafts 14, 16 are relatively rotated through a driving assembly 18 by an electric motor 40 so as to control increase/decrease of a torque.
