PROBLEM TO BE SOLVED: To provide a clock signal generating device which can generate the clock signals of various frequencies in a small scale and inexpensive configuration. SOLUTION: This device 51 has a down counter 56 detecting a pulse contained in a reference clock signal S0 and reducing a count value based on the detection, and a clock signal generation circuit 58 which selectively sets count initial values stored in count initial value setting memories 53 and 54 to the count value when the count value becomes a reference value and generates a clock signal S58 generating the pulse when the count value becomes the reference value.
