PROBLEM TO BE SOLVED: To provide paper for dust-collecting bags used in a vacuum cleaner, capable of being dumped into earth in a buried state or the like and having high strength enough to deal with even a very powerful vacuum cleaner. SOLUTION: This paper for dust-collecting bags used in a vacuum cleaner has two layers comprising a course layer and a dense one as a combination paper. The course layer comprises 20-70 wt.% biodegradable fiber, 28-78 wt.% hemp fiber and/or wood pulp, and 2-20 wt.% poly(vinyl alcohol) fiber-like binder. The basis weight of the combination paper is 35-80 g/m2 and the ratio of the basis weight of the course layer to the combination paper is 20-80%. The biodegradable fiber is characterized by being made of two biodegradable and thermoplastic polymers different in their melting points from each other. Average pore sizes of paper forming the course layer and one forming the dense layer are 150-250μm and 10-30μm, respectively.
