The composition comprises, in cosmetically acceptable medium, at least one or more water-soluble organic silicone compounds A, non-polymerized or polymerized to small degree, and selected from silanes having one Si atom and siloxanes with two Si atoms in molecule, both containing at least one basic chemical function group and at least two hydroxyl or hydrolyzable groups per molecule. The composition comprises, in cosmetically acceptable medium, at least 0.02 (preferably at least 0.5 up to 50) wt.% (per total wt. of composition) of one or more water-soluble organic silicone compounds A, non-polymerized or polymerized to small degree, and selected from silanes having one Si atom and siloxanes with two Si atoms in molecule, both containing at least one basic chemical function group (selected from primary, secondary or tertiary amines) and at least two hydroxyl or hydrolyzable (alkoxy, aryloxy or halogen) groups per molecule, and it contains the amount of neutralizing agent resulting in ratio of neutralization 1/1000-99/100, preferably 0.2/100-70/100. Neutralizing agent is selected from hydrochloric acid, nitric acid, and organic mono-, di- and tricarboxylic acids. |
