PROBLEM TO BE SOLVED: To exhibit various ornamental effects by providing a plate body rotatable around the shaft center of a frame body with a means for holding its posture unless external force above a fixed value is applied thereto. SOLUTION: Small screws 52, 54 provided in positions aligned with the shaft center in the direction of the major axis of a frame 12 pierce the dam bank 26, each one end is screwed in both end parts in the direction of the major axis of the plate body 14, so that the plate body 14 is rotatable around shaft center in the direction of the major axis of the frame 12. When the main flat surface where the frame 12 belongs is aligned with the main flat surface where the plate body 14 belongs, the central part 32 of a wire 31 provided on a first annular body 16 is engaged with a groove. By pushing downward portion near the side in the first surface of the plate body 14, the wire 31 escapes from the groove to rotate the plate body 14 of a washer 10, to expose a second surface of the plate body 14 to the surface. Thus, a color, a pattern, characters and/or shape different from those of the first surface are shown to exhibit various design effects.
