A fixed cellular interface system is disclosed that includes an interface system arranged between a standard telephone unit and a fixed cellular terminal. The interface system includes a voice prompt system, which can be programmed to generate speech using the native language for the geographical region involved. The voice prompt system detects the user of the POTS phone going "off hook", and vocally prompts the user to enter the desired number followed by the "#" sign. The interface system converts the received "#" sign to a "SEND" signal. The interface system transfers the dialled number followed by the "send" signal to the fixed cellular terminal which initiates the call to the cellular system.
