PROBLEM TO BE SOLVED: To reduce the production cost of a thermoelectric conversion device and to give larger scale capability of a generating power to the device. SOLUTION: This device is provided with a tabular base material 11 which circulates each of a heat source fluid and a cooling fluid in or on either of the interior thereof and the outside thereof, and a thermoelectric conversion element 13. The element 13 is formed by depositing N-type semiconductor layers 5 and P-type semiconductor layers 6 on the outer peripheral surface of the base material 11, generates power by a temperature difference between the heat of the junction surface of the element 13 and the base material 11 and the heat of the outermost peripheral surface of the element 13, and consists of pairs of the bondings of the semiconductor layers 5 to the semiconductor layers 6.
