PROBLEM TO BE SOLVED: To improve the dimensional precision of a leg part while the rigidity of the releasing member of a reel rotation restraining means is increased and enable a secure release operation. SOLUTION: A reel rotation restraining means 10 has a restraint member 4 which is brought into contact separably with a reel 2 to restrain the reel 2 from rotation, an energizing member 5 which energizes the restraint member 4 in a restraining direction and a release member 6 which moves the restraint member 4 in a releasing direction by moving in accordance with the chucking operation of a driving side rotation driving means 11. The release member 6 has a main part 61 brought into contact with the restraint member 4 and a leg part 63 whose tip can be brought into contact with a part of the drive side rotation driving means 11 through a through-hole 26 provided in the reel 2. The main part 61 is made of metal and, or the other hand the leg part 63 is separately made and fixed to the main part 61.
