PROBLEM TO BE SOLVED: To provide an apparatus for producing carbon black by utilizing the exhaust gas in a cement production process which can fix CO2 at a low cost. SOLUTION: Carbon dioxide to be discharged from a cement production step section 2 is introduced into a carbon dioxide fixing section 8 while in a methane decomposition section 4, methane introduced from the outside of the system is continuously decomposed into carbon and hydrogen in the presence of a catalyst. The hydrogen is introduced into a hydrogen combustion section 6 and the carbon dioxide fixing section 8 in which the carbon dioxide and the hydrogen are continuously reacted in the presence of a catalyst to form carbon and water. In the hydrogen combustion section 6, the hydrogen is burnt, and the heat of combustion obtained herein and the heat of reaction in the carbon dioxide fixing section 8 are fed to the cement production step section 2 and the methane decomposition section 4 and thus, the heat necessary in the system can all be provided. The carbon dioxide fixing section 8 can fix carbon dioxide at a low cost by this apparatus.
