PROBLEM TO BE SOLVED: To eliminate the occurrence of dew condensation on the surface of a cooling pad to be used for cooling a human body, or the like, after cooling in a refrigerator, or the like, by inclosing an aq. gel into a bag-like case of a two-layered structure formed by bringing an inner layer consisting of a plastic film and an outer layer consisting of a nonwoven fabric into tight contact with each other. SOLUTION: The aq. gel is inclosed into the bag-like case of the two-layered structure formed by bringing the inner layer consisting of the plastic film and the outer layer consisting of the nonwoven fabric into tight contact with each other. Any materials, such as polyethylene, which are used in this application, are usable as the material of the plastic film. Cellulosic fibers, or the like, which are made from arbitrary fibers are usable as the nonwoven fabric. Such nonwoven fabric obviates the dew condensation on the surfaces even in an atmosphere where relatively humidify is high. If the inner layer and the outer layer are not tightly adhered and a gap exists therebetween, the moist air penetrating the outer layer comes into contact with the front surface of the inner layer and is condensed. The condensed drew flows down on the surface of the inner layer, thus accumulates in the lower part of the outer layer. The accumulated water flows outside through the nonwoven fabric.
