PROBLEM TO BE SOLVED: To obtain the subject highly curable composition capable of well adhering ballast even to a wet surface, having a low viscosity, scarcely having the danger of fire, and capable of exhibiting characteristics such as an odorless property by mixing a hydrophilic high boiling point solvent with a specific urethane prepolymer. SOLUTION: This composition used for fixing road bed ballast and having good adhesivity even to the wet surface of ballast comprises (A) at least one hydrophilic high boiling point solvent and (B) a urethane prepolymer containing isocyanate groups at the molecular terminals. The component A is preferably, for example, an aliphatic dicarboxylic acid dialkyl ester of the formula [(n) is 1-8; and R and R' are each CH3 of C2H5). The compound B includes a urethane prepolymer derived from an organic polyisocyanate compound and an active hydrogen-containing compound. The composition is applied to ballast- spread road beds by a method such as a spraying, scattering, pouring or injecting method.
