PROBLEM TO BE SOLVED: To obtain the subject stable transparent composition having an easy hair styling property, excellent in cosmetic characteristics and use characteristics by adding a specific cleansing base agent and an aminated silicone having a specific amine number. SOLUTION: This cosmetic composition for cleansing contains (A) a cleansing base agent containing (i) an anionic surfactant (for example, an alkyl sulfate) and (ii) an amphoteric surfactant (for example, cocoyl betaine) and (B) a water- insoluble aminated silicone having an amine number of >=0.4 meq/g and selected from (i) a cationic silicone polymer of the formula: R'aG3-a-Si(OSiG2)n-(OSiGbR '2-b)m -O-SiG3-a-R' G is H, phenyl or the like; (a) is 0-3; (b) is 0 or 1; (m) is 1-2,000; (n) 1-1,999, provided that (m)+(n)=1-2,000; R' is a group of the formula: CqH2qL [(q) is 2-8; L is an amino group selected from the group of the formula: N(R'') (R'' is H, phenyl or the like) and the like] and (ii) a cationic silicone polymer of the formula [R5 is methyl or the like; R6 is a divalent hydrocarbon group-containing group; Q- is an anion; (r) is 2-20; S is 20-200].
